La Giunta comunale di Padova ha approvato l’avviso pubblico esplorativo per la manifestazione di interesse, da parte di enti del terzo settore, a partecipare alla co-progettazione e alla co-gestione del progetto “Housing First”. L’iniziativa vuole dare risposte innovative e concrete alle persone e alle famiglie in situazioni di disagio abitativo, supportando il loro “diritto alla casa”. Si tratta del primo risultato del Tavolo per l’Abitare costituito lo scorso gennaio tra tutti i soggetti coinvolti, a vario titolo, nel “problema” dell’abitare a Padova.
Chi risponderà all’avviso e sarà selezionato dall’Amministrazione parteciperà alla creazione dell’Agenzia Sociale per l’Abitare. Un servizio che avrà l’obiettivo di ampliare l’accesso al mercato privato degli affitti non solo per i più fragili, ma anche per tutti quanti appartengono alla cosiddetta “fascia grigia”: individui e famiglie che non si trovano in condizioni di povertà conclamata ma non sono neppure in grado di accedere con i propri mezzi ad un’abitazione, in proprietà o in affitto.
L’agenzia si impegnerà a presidiare questa parte intermedia del mercato, offrendo soluzioni in grado di accompagnare i beneficiari in un percorso di recupero dell’autonomia e dell’inclusione sociale.
Non solo, “Housing First” prevede anche la ristrutturazione/riqualificazione di circa 40 immobili comunali esistenti. E ancora, il potenziamento della rete dei servizi di accoglienza di housing temporaneo a favore di residenti nei comuni dell’Ats: nuclei familiari con minori in situazione di povertà estrema sottoposti a sfratto, e persone adulte senza dimora.
Il progetto può contare su un finanziamento di 683 mila euro provenienti dai fondi del Piano Nazionale di Ripresa e Resilienza (PNRR), un’opportunità unica per sperimentare e consolidare un modello abitativo che potrebbe fare scuola a livello nazionale.
Gli enti del terzo settore interessati a manifestare il proprio interesse dovranno far pervenire la propria adesione entro le ore 12 di venerdì 11 ottobre, via pec all’indirizzo servizi.sociali@pec.comune.padova.it.

Tra i partecipanti al Tavolo per l’Abitare costituito dall’Assessorato alle Politiche Abitative del Comune di Padova, anche Fondazione La Casa, che vede tra i soci fondatori anche la cooperativa Città Solare, associata a Legacoop Veneto.
